How it answers

Strict grounding

Hybrid search (semantic + full-text) over the town’s indexed official documents; the answer is written only from the retrieved content. No filling in with the model’s general knowledge.

Mandatory citations

An answer without citations is never shown: internally it’s treated as a refusal. Every answer displays its source (title + official link) and the source’s update date.

Refusal and hand-off

When the sources don’t cover the question: the assistant says so honestly, logs the question in the unanswered-questions report, emails the citizen office, and shows the hand-off notice — with the “Talk to a person” button always available.

Languages

The assistant answers in whatever language the citizen writes — including Arabic, Romanian, Urdu or Chinese. Citations stay in the official document’s original language: the authentic text is always the source’s.

Corrections, not sycophancy

If the citizen starts from a wrong premise (an old deadline, a repealed fee), the assistant corrects them citing the current source.

What it will never do

  • Transactions: it explains how to do a procedure, never does it.
  • Legal advice: it cites the bylaw; it doesn’t interpret it for a particular case.
  • Profiling: conversations are anonymous and purged per retention policy.
  • GDPR rights: access/erasure requests are routed to the town’s DPO.
